EnergyOne's goal is to ensure that during the planning, design, and construction phases of the project, that startup, operations and maintenance training is considered and provided for. Training provides outside expert information and client group hands on use of systems on newly constructed projects. RESPONSIBILITIES: Different font from aboveConstruction Manager (CM): It is the responsibility of the CM to coordinate with the Project Engineer, client organization, and operations and maintenance groups to ensure that the specified training requirements are provided and completed. Project Engineer (PE): It is the responsibility of the PE to ensure that appropriate training requirements are incorporated in the contract documents. Some projects will require more training than others. The PE should coordinate with all parties involved to determine the appropriate level of training requirements to be included in the contract documents. Operations and Maintenance Groups: It is the responsibility of those who will be operating and maintaining the facility to work with the CM to ensure that the appropriate staff are available for training required by the contract documents. Contract Administrator (CA): It is the responsibility of the Contract Administrator to verify that the specified training requirements are provided and included in the appropriate progress payment estimate. TRAINING: The CM should develop a training plan early in the construction stage. As the construction stage reaches 75% complete, the Construction Manager shall ensure that all parties involved with the project are notified in advance of the required training. Startup, operations, and maintenance may contractually require separate training by the contractor. Startup: Startup is that stage of the performance testing during which the facility uses the actual process or switches on the project systems for a specified time of continuous operation without major interruptions. Startup includes operating the facility, troubleshooting, repair and corrective work. Operations: Operations is the performance of day-to-day activities involving the control of any system or process, which may affect the quality, or quantity of performance of a facility. Operations may include performance of minor maintenance work that is directly involved with process control activities. Maintenance: Maintenance is the replacement, repair, adjustment or servicing of the facilities, equipment or parts, which is not specified as being the operators’ responsibility. Extended training services may be contingent upon project specific events and conditions and must be given special consideration by the CM.The CM must insure that the training be obtained through design, construction, or separate training contracts, or through a combination of these contracts. The type and extent of training required may determine the appropriate contract to use. Typically, most training involving facility and equipment operations and maintenance will be provided under construction contracts by involving equipment manufacturers and suppliers. However, in some instances, other contracts may be more appropriate. For example, system operations training for an overall project may be obtained through the design contract. The CM must make arrangements for the times and locations of the training and ensure that the training is complete. |
